Government reform plan... Reinforcement of wearing masks
Maintaining the first stage in cases of less than 10 people in Gangwon

The government has decided to subdivide the social distancing system into stages from the current stage 3 to stage 5, and minimize uniform measures such as stopping the operation of facilities that cause economic damage to self-employed persons.

On the 1st November, the government announced a plan to reorganize social distancing. This reorganization plan will take effect from the 7th November. The index to classify the stage is 'the average number of domestic cases per day per week'. When Gangwon is suppressed by fewer than 10 people, the first stage is maintained. During daily life, quarantine measures such as wearing a mask are mandatory for some facilities and activities.

If the size of new confirmed cases exceeds the level of level 1 by region, it is judged as ‘the beginning of a regional epidemic' and the distance from the area is raised to 1.5 level. Gangwon also considers whether the number of confirmed patients in their 60s or older exceeds four. Step 1.5 If the number of confirmed cases persists more than one week after the step 1.5 standard, or if the step 1.5 outbreak persists for more than one week in two or more areas, it is upgraded to step 2.

If more than 400 to 500 people are confirmed nationwide on average per day for one week, or if there is a ‘doubling' phenomenon in which the number of confirmed patients per day doubles from the previous day, it goes to step 2.5. Stage 3 is a ‘national pandemic', in principle, all citizens stay only at home, recommendations are made to minimize contact, and meetings and events of 10 or more are prohibited. Social welfare facilities are operated up to stage 2.5. From the 7th, an administrative fine of 3 million won or less will be imposed on operators and managers who violate the quarantine rules and a penalty of 100,000 won or less to users.
